Job Description:

L3 Harris’s Cincinnati OH division is comprised of Fuzing and Ordnance Systems (FOS) and Electrodynamics Incorporated (EDI).

Fuzing & Ordnance Systems (FOS), a division of L3Harris Technologies, is the largest fuze manufacturer in the United States and one of the most advanced manufacturers of Fuzing and Ordnance products in the world. We provide precision electronic components, subsystems and systems for DoD and international allies. L3Harris FOS specializes in the design and manufacture of fuzes, ordnance, ignition safety devices, proximity sensors, GPS navigation components, and aerospace status indicators. Electrodynamics Incorporated (EDI) supplies legacy aviation components (counters and indicators) to a wide range of customers.

The Batavia location has flexible manufacturing - capable of manufacturing a broad range of products from purely mechanical to solely electronic devices from rates of 40,000/month down to individual production units for development efforts, dual identical modern Surface Mount Technology (SMT) assembly lines for automated electronic manufacture and on-site inspection and test capabilities to perform all required environmental conditioning test procedures. The Sr. Quality Manager is responsible for leading Quality Assurance throughout the product development lifecycle and business excellence efforts at the site. The Sr. Quality Manager is responsible for driving continual process and product improvement ensuring product and process integrity, leading to customer satisfaction and overall mission success while supporting division quality, delivery and cost targets. This position Quality Site Lead in Cincinnati, OH, providing both strategic and tactical direction to Quality execution for all FOS/EDI programs. This is a high exposure hands-on, highly involved leadership position, with direct supervision and leadership of 60+ Quality personnel with 6 direct reports. This position reports to the Director of Operations.

Essential Functions:

  • Provide leadership, direction, and support to the various Quality Assurance teams (Program Quality Engineering, Supplier Quality Engineering, Receiving Inspection, Materials Lab, Calibrations, and Quality Management Systems) to ensure deliverables (products and records) are produced to meet quality standards set by government, regulatory, customer and L3Harris corporate requirements

  • Responsible for the Quality Engineering, Quality Inspection, Quality Systems and Supplier Quality functions, supporting all business practices, including quality planning, compliance monitoring and validation for programs, hardware, software, and inspection.

  • Responsibility for resolving technical challenges, ensuring successful tactical execution, as well as creating and implementing the strategic vision for the Quality department.

  • Develop and implement Quality initiatives and programs promoting sound and effective principles as set forth in company procedures, government standards and directives, and commercially proven methodology and ensure that the department conforms to these principles, as well as ensuring all departments involved in designing and producing goods are in compliance with quality and reliability requirements.

  • Champion, lead, and support the execution of key strategic, corporate, and/or customer driven initiatives including:

  • Advanced product quality planning (APQP)

  • Zero Defect Planning (ZDP)

  • Operational Excellence

  • Lean, Six Sigma, and Operating income improvement initiatives (reducing operations costs and increasing efficiency)

  • Develop and support division-level and functional strategic alignment

  • Collect and analyze key quality measures such as Cost of Poor Quality to develop zero defect plans, improve yields and reduce rework during engineering and manufacturing efforts. Report to senior leadership on business performance including action plans to improve business execution and status of strategic initiatives.

  • Ensure product quality technology is an integral part of engineering design and manufacturing processes. Drive advanced product quality planning throughout the product maturity cycle.

  • Promote a strong culture of quality focused on every employee engaged and enhancing the customer experience through rigorous attention to detail and prevention of defects.

  • Work closely with the program teams and the functional organizations to ensure that all phases of the customer life cycle, from early customer involvement through post-delivery support, meet the requirements for mission success.

  • Ensure the maintenance of quality records that document the quality status of material/products and provide necessary information and cumulative data for internal and external Customer responses.

  • Develop, review, and verify compliance of all Work Package Descriptions issued for Quality tasks for proposals and ongoing contracts/projects.

  • Maintain certification and compliance efforts for AS9100 and other required certifications.

  • Lead robust root cause analysis, application of lean/six sigma methods and implementation of corrective and preventative actions

  • Measure, monitor, and take action to ensure quality-focused key performance indicator targets are achieved or exceeded

  • Apply AS 9100/ ISO 9001: 2015 and other respective quality standards and ensure compliance

  • Apply L3Harris policies, procedures and standards that are relevant to the respective program and functional organizations

  • Executing yearly departmental budget and staffing plans

    Qualifications:

  • BS in an Engineering related discipline or Management. Master’s in engineering or Business preferred

  • 10 or more years of experience in electro-mechanical manufacturing environments with experience in mechanical and electronics assembly.

  • 5 or more years of experience in Aerospace and Defense.

  • 5 or more years of experience directly managing a Quality Engineering or Quality Organization

  • 5 or more years managing site certification with AS9100, ISO 9001

  • 5 or more years’ experience representing quality with all levels of management, peers and other employees relative to quality and technical issues

  • Proficient in MS Word, Excel, PowerPoint and Minitab

  • 5 or more years of experience identify nonconformance and applying prevention utilizing formal tools such, DMAIC, FMEA, 8D, 5Y etc. and applying Lean techniques such as Standard Work and Value Stream Mapping

  • 5 or more years of experience in demonstrated strong ability to make decisions in a timely manner and capable of assessing the risks that may result from the decisions being made. Capable of working independently and dynamically with minimum oversight with multiple and/or changing priorities

  • Must be a US Citizen.

    Preferred Additional Skills:

  • 10 or more years as a Quality Engineering or Quality Manager

  • 5 or more years’ experience reading and interpreting electrical and mechanical drawings and schematics

  • Powerful and prolific communication skills both written and oral

  • Experience with TipQA, CostPoint, SAP

  • Experience working with DCMA and government contracts

  • Knowledge of engineering and production processes used to design, develop and produce high-reliability mechanical and electronic systems and sub-systems

  • Experience with J standards for electronic manufacturing

  • Experience with drawing interpretation and GD&T

  • Experience with hands-on mechanical and electronic inspection techniques

  • Supplier Quality / Supplier Development experience.

  • Program Management, Product Engineering or Manufacturing Engineering experience.

  • ASQ Certified Manager of Quality/Organizational Excellence

  • ASQ Certified Quality Engineer

  • Proven track record of successful process improvement initiatives

  • Knowledge of Six Sigma and LEAN manufacturing principles
