DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

Builds, maintains, and updates hydraulic and water quality models for the City of Houston water system and applies models to develop operational and CIP projects, as well as long-range strategies. Identifies and scopes water infrastructure projects. Evaluates and analyzes the water systems using various data, tools, and techniques including advanced computer models, Business Analytics (BI), and Geographical Information System (GIS). Identifies, evaluates, recommends, and plans for improvements in operations, procedures, facilities, and systems. Performs water demand projections, short-term and long-term water planning. Prepares, reviews, and provides recommendations on technical studies, CIP project reports, DCR reports, and planning reports. Performs and reviews engineering computations. Develops and designs conceptual utility layouts, drawings, etc. Reviews, researches, analyzes internal and external data, prepares various records, and reports. Reviews and evaluates service requests. Coordinates with current and future contract customers (MUDs, GRPs, Authorities). Reviews and identifies regulatory requirements for the water utility and performs analysis to evaluate the system for regulatory deficiencies. Coordinates engineering activities in all disciplines (i.e., Water, Wastewater, Traffic, Street & Bridge, and Stormwater) as a project manager. Coordinates and participates in various meetings, develops meeting minutes, and keeps track of project and data logs. Requires the ability to communicate effectively, both orally and in writing. Supervises and trains graduate engineers.

WORKING CONDITIONS

This position is physically comfortable; the individual has some discretion about walking, standing, bending, lifting, etc.

This is a Department of Public Works & Engineering Emergency Management position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires graduation from an approved curriculum in engineering by the State Board of Registration for Professional Engineers with satisfactory standing;

OR

Requires graduation from an engineering or related science curriculum at a recognized institution of higher education, other than a curriculum approved by the Board, and passage of the eight-hour fundamentals of engineering examination prescribed by the Board

EXPERIENCE REQUIREMENTS

Four years of active practice in engineering work after graduation from an approved curriculum in engineering are required.

Substitution: A Master’s degree in Engineering may be substituted for up to two years of the above experience requirement

LICENSE REQUIREMENTS

Requires registration as a Professional Engineer in the State of Texas.

Engineers from out-of-state must

be hired in a position directly under the supervision of a Professional Engineer licensed by the State of Texas; AND

obtain their license as a Professional Engineer in the State of Texas within six months from date of hire for continued employment with the City of Houston.

Requires a valid Texas Driver’s License and compliance with the City of Houston policy on driving (AP 2-2).

PREFERENCES

Knowledge of hydrology, hydraulics, water and wastewater system. Possess a working knowledge of underground public utility infrastructure, hydraulic modeling, GIS, and programming. Hands-on experience of building and applying hydraulic models for problem solving. Ability to work with advanced features of Microsoft Office suit.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for such persons are among the most qualified candidates for the position and all other factors in accordance with Executive Order 1-6
